At a recent press conference, doctors urged lawmakers to abandon the measure because they warned that the adoption of the measure would weaken restrictions on the use, marketing, and supervision of e-cigarettes, e-cigarettes, and heated tobacco products (HTP) .
They called on Duterte to veto the proposal if Congress decides to approve the proposal and forward the measure to Malacañang.
This group of doctors is led by officials from the Philippine Medical Association, the Philippine Academy of Physicians, the Philippine Pediatric Association, the Philippine Society of Child Neurology, the Asia-Pacific Evidence-Based Healthcare Center, the Philippine Heart Association, and the Philippine College of Chest Physicians.
The leaders of the medical profession regretted the decision by the leadership of the House of Commons to quickly approve the House of Representatives Bill 9007.
The corresponding measure, Senate Bill No. 2239, will be considered in the upper house.
Dr. Maricar Limpin, Dean of the College of Physicians of the Philippines, summarized the organization’s opposition to the five features of the bill: (1) Lowering the age limit for exposure to e-cigarettes from 21 to 18; (2) Relaxing taste restrictions, they said This is specifically for young users; (3) Relax the supervision of e-cigarettes from the Food and Drug Administration (FDA) to the Ministry of Trade and Industry; (4) Allow e-cigarette smoking in schools, hospitals, and public places; (5) There is no provision prohibiting the sale of e-cigarettes to non-smokers.
Lin Ping warned that the promulgation of the bill will postpone the strict regulations established under Republic Act 11466 or the Crime Tax Reform Act (RA 11466) just passed last year.
RA 11466 instructs the FDA to supervise these harmful products; consumers under the age of 21 are prohibited from using them; and the taste is restricted to pure tobacco and pure menthol to reduce these attractiveness to young consumers.
"This measure is anti-youth and anti-health, because it puts public health and young consumers at risk when we should strengthen the health system to fight COVID-19." Dr. Lin Ping emphasized.
Pediatric pulmonologist Dr. Corry Avancena and pediatric neurologist Dr. KRIStine Latorre-MEDOza warned that the harmful chemicals in e-cigarettes can weaken the immune system and impair the brain development of teenagers.
As for Dr. Glynna Ong-Cabrera, she emphasized that pulmonologists like her to deal with COVID-19 cases every day, so everyone's goal should be clear: keep our lungs healthy and strong.
She also warned that smoking and e-cigarette smoking increase the chance of contracting the virus and developing comorbidities, including heart attack, lung disease and stroke.
