On November 9th, Gewu Consumer Foreign Media reported that British American Tobacco (BAT) has submitted a written request to the Japanese legislature to increase the tax rate of cigarettes in Japan.
The Japanese government plans to increase the tax rate for heat-not-burn tobacco products only in October 2022, which will make the retail prices of some of these products higher than cigarettes. British American Tobacco believes that this move will prevent smokers from switching to heat-not-burn tobacco products.
In addition, British American Tobacco also requires that the tax increase rate of heat-not-burn tobacco products in the medium to long term should be lower than that of cigarettes.
According to survey data from the Japan Tobacco Research Institute, cigarette sales in Japan for the 2020 fiscal year as of March last year fell 11.8% year-on-year to 2.47 trillion yen, partly because people have fewer opportunities to smoke outside during the COVID-19 pandemic.
Advocates of tobacco harm reduction attribute the decline in cigarette sales to the growing popularity of heat-not-burn tobacco products.
