Malaysian Vaping Alliance calls on Ministry of Health to regulate e-cigarettes and cigarettes separately

The Malaysian Vaping Association (MVA) has called on the Ministry of Health (MoH) to separate e-cigarettes and cigarettes as it is not correct to classify the two differently.


The statement from the local e-cigarette consumers association echoes the Ministry of Health's recommendation to include e-cigarettes in its end-of-generations proposal to ban the sale of cigarettes to those born after 2005.


MVA president Khairil Azizi Khairuddin said that globally, people have come to realize that e-cigarettes and cigarettes are two different products.


"Abundant evidence from international public health agencies suggests that e-cigarettes are less harmful than cigarettes. It is wrong to formulate e-cigarettes to reflect cigarette regulations."


"Many other countries that regulate e-cigarettes, including the UK and New Zealand, see e-cigarettes as a tool to help quit smoking," he said in a statement.


"This proposal sends the wrong message, and as adult consumers, we strongly believe that adult consumers cannot be denied access to less harmful alternatives," Khairil added.


Khairil also noted that in the Philippines, 1 million e-cigarette users recently expressed support for the passage of an e-cigarette bill that would regulate e-cigarette products separately from cigarettes in the Philippines.


The vaping bill focuses on preventing underage exposure, ensuring consumers have access to regulated products, and reducing harm from smoking.


“Similarly, in Malaysia, various groups from vaping industry associations, consumer groups and harm reduction advocates have expressed support for the introduction of vaping regulations. We have been calling for regulations for years, but the Ministry of Health has been dragging their feet,” he said. .


“We understand the ministry’s concerns about youth vaping. But more importantly, regulations must be introduced quickly to take steps to ensure minors don’t have access to these products,” Khairil said.


In the Philippines, for example, bills under discussion include measures such as mandating age verification for all brick-and-mortar retail and e-commerce sites with a valid government-issued ID. Failure to do so will make it a crime.


"This is the right move and needs to be followed immediately in Malaysia," Khairil added.


Khairil also added that the e-cigarette bill in the Philippines has been advanced due to the recognition that products need to be regulated and meet safety and product standard requirements so that consumers are not exposed to illegal and unregulated products.


“E-cigarette products are being sold nationwide in Malaysia. Therefore, the government must immediately develop regulations or product guidelines to govern the industry so that consumers can purchase products that comply with the law.”


"The Ministry of Health cannot continue to think about finding ways to ban vaping and delay regulation while ignoring the real problem at hand," he said.


The MVA added that Malaysia’s e-cigarette regulations should aim to encourage smokers to quit smoking by switching to e-cigarettes that have been shown to be less harmful, similar to the Philippines’ e-cigarette bill, by creating regulations that differ from cigarettes and helping smokers switch to this. e-cigarettes. The promotion and promotion of vaping products to smokers is permitted.
