Russian President Vladimir Putin signed a law banning the sale of e-cigarettes to minors, and now nicotine-containing products can only be purchased in stores and exhibition halls. Relevant laws are published on the Legal Information Portal.
According to the document, from June 1, the sale of these goods at trade fairs, exhibitions, remotely or using vending machines is prohibited. At the same time, the display and demonstration of such equipment on the trading floor is limited, except for direct demonstrations to buyers. Discounting on vaping, including through the issuance of coupons and coupons, is also prohibited.
The law signed by the head of state prohibits the sale of all types of e-cigarettes to minors, including those without nicotine.
At the same time, the circulation of e-cigarette liquids with flavoring or additives that increase addiction, as well as substances designed to increase the attractiveness of the product, is also restricted.
According to the legal text, all restrictions applicable to tobacco products also apply to nicotine-containing products, including nicotine-free systems.
At the same time, from September 1, 2023, the government will set a minimum cost for such products.
Amendments to the Advertising Act ban the display of the use of e-cigarettes. References to these products are prohibited for children under the age of 12, and occasional references indicating the dangers of consuming these products are permitted for persons over this age.
Earlier, Irina Rukavishnikova, first deputy chair of the Federal Council's Committee on Constitutional Legislation and State Construction, noted that the main goal of the law is to ban the sale of e-cigarettes to teenagers.
According to the senator, the goals of establishing liability in one case and enforcing it in another are the same -- protecting the health of children and young people, protecting those under 18 from psychotropic drug use and smoking at the state level Cigarettes that contain nicotine, the electronics senator said.
