On July 21, Otago Daily Times reported that the latest research shows that the number of electronic cigarette stores in New Zealand is far more than that of KFC and McDonald's. At present, professional Electronic cigarette retailers have four times more stores than McDonald's and KFC, and more than the number of community pharmacies nationwide.
The number of professional electronic cigarette stores almost doubled
As early as June, the New Zealand government announced a series of measures to deal with the problem of Electronic cigarette, including prohibiting the opening of new electronic cigarette stores within 300 meters from schools and Mary Cultural Center (the cultural gathering place of New Zealand's indigenous Maori community for cultural, social and religious activities).
Professor Janet Hoek of Wellington Branch of the University of Otago pointed out that a study in June 2022 found that there were 645 professional Electronic cigarette retailers (SVRs) in New Zealand, of which 613 were less than 1 km away from the school.
Since that study, the number of professional electronic cigarette stores has almost doubled.
Although these proposals provide some protection for young people to some extent, the omission of "store density measures", lack of traceability authority, and failure to limit the overall number of stores are worrying issues.
She said:
"At present, there are four times more professional Electronic cigarette retailers than McDonald's and KFC, and the number of professional e-cigarette stores even exceeds the number of community pharmacies nationwide."
The Electronic Cigarette Law allows ordinary stores to sell Electronic cigarette products with tobacco, Menthol or mint flavors, while professional stores as R18 stores can sell a full range of flavors.
The regulations implementing the Act came into force in August 2021. As of November last year, the Electronic cigarette Regulatory Bureau had approved 671 applications for professional electronic cigarette stores. By the end of March this year, another 534 applications had been approved.
Hawke found that more and more small retailers, usually dairy store owners, are dividing their stores into professional e-cigarette stores.
She said:
"The development of these 'store in store' means that professional electronic cigarette stores are now located near schools and playgrounds, which is not in line with the goal of legislation, namely, to reduce the harm to young people and children."
She said that the solution to this problem is to introduce a "gradual reduction" policy.
"As long as the e-cigarette store is still in operation, young people should be restricted from accessing Electronic cigarette products. Specifically, ordinary stores should not allow retail display, and no store should display Electronic cigarette products visible from the outside."
"Gradually reduce" the number of electronic cigarette stores
The increase in the number of Electronic cigarette stores, to some extent, has also brought difficulties to the supervision of the industry. Some people in the industry hope to include Electronic cigarette in the category of "smoking cessation products".
Cody Peneamene, business development manager of the electronic cigarette store Vaporum, said that he welcomed any measures that could bring the Electronic cigarette market back into the "smoking cessation business rather than entertainment business".
