GST brings in substantial budget revenue

 


Previously, the Kazakh government decided to completely ban electronic cigarettes and e-liquid products. If the Parliament of the Republic of Kazakhstan finally approves the amendment to the Health Law, the decision will take effect in 2024.


 


The ban proposal is backed by two ministries, with the finance ministry saying nicotine-containing e-liquids are excise goods from 2018. In addition, tax rates have been continuously increasing over the past three years:


 


Excise tax rate of 0 tenge/ml for liquids until 2020;

From 2020, excise tax rate is 5 tenge/ml;

From 2022 to 2023, the excise tax rate is 8 tenge/ml;

From 2023, the excise tax rate will be 53 tenge/ml.


The total amount of excise tax in 2020 will be 17 million tenge, 29 million tenge in 2021, 211 million tenge in 2022 and 680 million tenge in the first eight months of 2023.


 


Despite the steady increase in budget revenue, the Ministry of Finance supports the proposal to implement a ban on e-cigarettes and e-liquids.


 


"Teenagers and young adults often choose e-cigarettes mainly due to their design, variety of flavors and small size. Vaping affects people's health, especially the younger generation, so the Treasury supports a ban on e-cigarettes."


 


Fears that history will repeat itself


According to a 2022 study by the World Health Organization (WHO), in Kazakhstan, 9.8% of adolescents aged 11-15 regularly smoke e-cigarettes.


 


They argue that e-cigarettes are very harmful to health because they contain "unknown chemicals" and "large amounts" of nicotine. The respiratory system, cardiovascular system, and gastrointestinal system will all be affected, and electronic cigarettes can also cause infertility. Despite these hazards, e-cigarette consumption in the country is still growing at a high rate.


 


Fearing a repeat of what happened in the United States, the Department of Health said in a statement that vapers had "10 times more nicotine and thousands of unknown chemicals" in their bodies.


 


"Sellers violated the no-display rules by making e-cigarettes colorful and placed them within sight of children, next to candy at checkouts, which stimulated sales to teens. Economically and geographically, nearly all retail store, the nearest grocery store, and are available at reasonable prices.”


 


On the portal "Open NPA", the Ministry of Health of the Republic of Kazakhstan has published a document in which it is written that the Law on Citizens' Health has been amended, which concerns the prohibition of e-cigarettes.


 


The document proposes that the importation, manufacture, purchase, sale, and transportation of electronic cigarettes and e-cigarette liquids should be punished with imprisonment for less than three years, and the illegal sale of goods that are prohibited by law or restricted from free trading should be punished with a fine of 25 MRP (86250 Tenge). fine.


 


On July 29, members of Kazakhstan’s interdepartmental committee voted almost unanimously to ban the sale, import, export and manufacture of e-cigarettes in Kazakhstan.
