According to a report by Indonesian media katadata on January 1, Indonesia’s e-cigarette tax has officially come into effect. Luky Alfirman, director of the General Administration of Financial Balance, said at a press conference that this allows the country to Received Rp.175 billion in tax revenue.
The revenue from this tax during the year is expected to be 175 billion Indonesian rupiah (approximately RMB 81 million), accounting for only 0.82% of the annual tobacco tax revenue. Still, this is not about increasing the state's revenue, but about achieving fairness. Because traditional tobacco producers, such as tobacco farmers and tobacco production factories, have started paying taxes since 2014.
The tax rate for e-cigarettes is 10%, which is the same as the tobacco tax rate previously stipulated by the Ministry of Finance. In Article 2, paragraph 1, of Ministerial Regulation No. 143 of 2023, it is clearly stated that e-cigarettes are also included in the tobacco tax list.
This tariff amount is the same as the tariff amount specified previously, namely PMK 115/PMK.07/2013. Article 2(1) of PMK 143/2023 provides that the basis for levying tax on cigarettes shall be the excise duty on cigarettes fixed by the Central Government. Article 2(2) of PMK 143/2023 stipulates that e-cigarettes are subject to taxation on cigarettes, in which "cigarettes mentioned in paragraph (1) include e-cigarettes"
