Ukrainian legislators passed a new law on August 2 banning the use of electronic nicotine delivery systems (ENDS) in public places, as well as banning the advertising, sponsorship and promotion of e-cigarettes. The law also prohibits the sale of flavored e-cigarettes with flavors other than tobacco. According to the Independent Women’s Forum: Ukrainian parliamentarians stated that the reason for enacting these regulations is based on a new report from the World Health Organization, which states that e-cigarettes are smokers. Advocates of reducing the harm of tobacco and representatives of the e-cigarette industry condemned the WHO report as dangerous and absurd.

The unreasonable attacks of the e-cigarette industry in China are contempt for scientific evidence, common sense, and reducing the harm of tobacco.” said John Britton, a professor of epidemiology at the University of Nottingham: “This report shows that, sadly, the WHO still does not Understand the fundamental difference between smoking addiction, which causes millions of deaths each year, and nicotine addiction.
