The FDA is one step closer to a complete ban on menthol-flavored cigarettes and cigars.
The ban is not expected to affect vaping products, although many experts predict that a menthol combustible ban may cause some menthol smokers to switch to vaping. This is expected to be similar to what happened when the UK banned menthol cigarettes in 2020.
The agency submitted its proposal to the White House Office of Management and Budget on Thursday, according to news reports.
In 2020, regulators issued a flavor ban on e-cigarettes because they were aimed at middle school students. Now, public health officials are arguing that banning menthol, the last permitted flavor in cigarettes, will save lives.
In its proposal, the FDA provides evidence that menthol tobacco products are being sold in large quantities to minorities. The Centers for Disease Control and Prevention reports that more than 85 percent of menthol smokers are black, taking a disproportionate toll on their health.
FDA officials said the proposed menthol ban still requires public comment before a final review.
