Nueva Ecija 1st District Rep. Estrellita Suansing, a longtime health advocate and one of the authors of the House vaping bill, said lawmakers were aware of flavor-related concerns when they drafted the bill.
"The E-Cigarette Act is very strict when it comes to flavors. We understand that flavors should not be used to target minors and non-smokers. Our goal has always been to attract adult Filipino smokers and convince them to use these products instead of cigarettes." she says.
Deputy Speaker of the House Rodante Macletta stressed that the e-cigarette bill has very strict safeguards for juvenile protection.

Back in February 2020, President Rodrigo Duterte issued Executive Order 106 regulating vaping products, including banning the sale of e-cigarettes in flavors that appeal to young people . Most of the order's provisions are consistent with the regulations for cigarette products.
"We need a comprehensive and special law to regulate vaping products similar to ours for cigarette products. We ensure that all aspects of the regulation of these products are covered in the Act, including manufacture, importation, sale, distribution, use and advertising. We went to great lengths to even incorporate the provisions of EO 106 issued by the President. More importantly, we ensured that the Act was enforceable by including severe penalties for violators – which is what we currently have under RA 11467 and EO 106 No," Rep. Garin further pointed out.
Once enacted, the Electronic Cigarette Act will consolidate and further strengthen the provisions of RA 11467 and EO 106, providing additional support for these existing rules. In addition to banning the sale of high-nicotine e-cigarettes (above 65mg/ml), the E-Cigarette Act further expands the limits of EO 106 to ban the use of e-cigarette products in churches and government buildings. It also prohibits the use of advertising material that appeals to minors.
