University of Michigan bans use of tobacco products and e-cigarettes on campus

The University of Michigan will ban all tobacco products on all of its campuses starting Nov. 17, in conjunction with the Great American Smokeout.


The existing College Smoking Policy SPG 601.04 will be revised and renamed the Smoking-Free College Campus Policy. This update prohibits the following products that are not addressed in the current policy:


An electronic nicotine delivery system, or ENDS, is a battery-operated device used to smoke or smoke a chemical solution that usually includes tobacco. Examples include e-cigarettes, e-cigarette pens, e-cigarettes, e-cigars, and hookah pens.


Smokeless tobacco products, commonly known as dips, chews, snuff, and snuff.


The Smoke-Free University Campus Policy will prohibit the use of tobacco products in University buildings, facilities and grounds, and in University-owned vehicles. Tobacco use is only permitted on campus in private vehicles and on public sidewalks near public avenues.


"This update is a natural progression in our efforts to improve the overall well-being of the campus community," said Rob Ernst, chief health officer and vice president of student health and wellness.


“Tobacco use is the leading cause of preventable death, disease and disability in the United States. When we instituted a smoke-free policy in 2011, this new generation product was not commonly used. But over the past decade, sales of ENDS have more than doubled."


Michigan Medicine revised its tobacco-free environment policy in 2016 to ban electronic nicotine delivery systems and smokeless tobacco products. The policy prohibits the use of tobacco products on its buildings, grounds, parking lots and ramps and will remain in place.


Employees, spouses, other eligible adults, and retirees covered by the UM health plan can consult experts at the University Tobacco Counseling Service to choose a free smoking cessation program. These programs are offered in virtual and telephone formats.


UM Health Plan members can also get up to six months of free nicotine replacement therapy from an approved Michigan Medicine pharmacy.


With flavors like bubble gum and a sleek new look, electronic nicotine delivery systems are aimed more at younger generations than traditional cigarettes, much to the dismay of Preeti Malani, a professor of medicine in the Division of Infectious Diseases and special advisor to the UM president.


“Even though tobacco products have been modified with different delivery systems, given new names and repackaged on social media, their harmful health effects persist,” Malani said.


"E-cigarettes are often advertised as a way to help people quit smoking, but nicotine is nicotine, no matter how it's delivered. Once you develop a physical addiction, your body starts craving it," she said.


Malani encourages students to take advantage of the University's smoking cessation services, which include free support from University Health Services health coaches. Nicotine replacement therapy is also available for free to those enrolled in a tutoring program.


"For some in our UM community, this will be a big change," Ernst said. "If you want to stop or reduce tobacco use, we encourage you to attend the Great American Smokeout on November 17 and follow the American Cancer Society's guidance from day one."


Ernst said the enforcement of the policy on smoke-free college campuses will focus on education and behavior change unless illegal behavior becomes a habit.


The transition to a smoke-free university will end years of work to reduce the harmful effects of nicotine on UM campuses.


The university banned smoking in buildings (except designated residence halls) and in university vehicles in 1987. In 1998, the health system (now Michigan Medicine) banned smoking on its grounds and public spaces. In 2003, the Residence Hall Association banned smoking in the residence halls. In 2011, the university implemented a smoke-free college campus policy.
