Dealers who do not comply with the new conditions will be denied access to the Belgian market. Control must be based on an extensive notification document in which dealers certify that they comply with all conditions.

There are some differences in the Dutch approach to protecting young people. It just removes all flavors except tobacco. Vandenbroucke therefore follows the Higher Health Council, which states that the role of e-cigarettes as a smoking cessation aid must not be compromised.

Little is known about the health effects of the more than 1,800 substances that may be in e-cigarette liquids. A Royal Decree gives ministers the opportunity to immediately remove substances proven to be harmful from the market.

In addition to the royal decree, the minister launched a European procedure to ban disposable e-cigarettes.

Minister spokesman Billy Buyse said: 'We know young people are flocking because they are cheaper. Unfortunately, we cannot incorporate this prohibition into a royal decree.

A royal decree will be published soon, according to the spokesman. It will enter into force six months after its publication in the Official Gazette. Retailers will be given an extra six months to transition and be able to sell stock.

"We must do everything we can to dissuade people from starting smoking, especially young people. So we remove all temptations that make vaping attractive. The range of vaping has also changed dramatically. With this royal decree, we have created additional transparency to be able to check and provide more clarity to consumers,” concludes Vandenbroucke.
