Regulations
The relevant control regulations of electronic cigarette products mainly include the following three items:
a.Law 2018:2088 "Swedish Tobacco and Similar Products Law";
b.Ordinance 2019:223 "Swedish Tobacco and Similar Products Regulations";
c. HSLF-FS 2018:41 Consolidated version of Swedish Public Health Agency Regulations on Electronic Cigarettes and Refill Containers.
scope of supervision
a. Whether the e-cigarette notification obligation has been fulfilled;
b. Composition and product design in e-cigarettes and refill containers;
c. E-cigarette packaging, labels and information leaflets;
d. Cross-border distance sales.
Regulatory objects and matters
a. The Department of Public Health supervises manufacturers, importers, and wholesalers of e-cigarettes and refill containers;
b. Check whether the labels and packaging of commercially available nicotine-containing e-cigarettes and refill containers meet the regulatory requirements, and products without labels or labels that do not meet the regulations shall not be sold;
c. The unit packaging health warnings, content declarations, information leaflets, etc. of commercially available e-cigarettes and refill containers must be in Swedish;
d. Commercially available e-cigarettes and refill containers must fulfill the obligations of pre-market notification and annual notification.
Supervision of prohibited substances in e-liquid
The Swedish Public Health Agency has tested caffeine (CAS No: 58-08-2), taurine (CAS No: 107-35-7), DL-α-vitamin E (CAS No: 10191-41-0) and vitamin E acetate (CAS No: 7695-91-2) and other prohibited substances are subject to market random inspection, and enterprises should pay attention to them.
It is reported that many mainstream import markets of e-cigarettes have recently strengthened the supervision of distribution channels to protect the normal order of the market. It is recommended that relevant enterprises pay attention to the compliance export requirements of the target market.
