According to a report by the Irish Mirror on October 13, Irish Health Minister Stephen Donnelly announced that he has launched historic legislation to ban the sale of all disposable e-cigarettes in Ireland, applicable to all ages.
According to Donnelly, he believes the tobacco industry is using e-cigarettes to get children back to smoking, saying "we should come down on them like a ton of bricks." This groundbreaking The decision, which comes from Ireland's health minister, follows a special investigation by the Irish Mirror into the prevalence of e-cigarette use among children.
There are currently no laws banning the purchase or sale of e-cigarettes by children in Ireland, with Minister Donnelly speaking at committee stage of the Public Health (Tobacco Products and Nicotine Inhalation Products) Bill 2023, which proposes banning disposable e-cigarettes for under 18s. E-cigarettes and regulate the industry for adults. However, it was during the discussion of the legislation that Donnelly revealed that he had made the historic move behind the scenes to ban disposable e-cigarettes entirely.
He said this would require further separate legislation, but the good news is that he has already started preparing documents for this. Donnelly said: “I am interested in legislation and it is likely that the environment and economics minister, Ossian Smith, will look at legislation from an environmental perspective.
"My intention is to incorporate it into the new bill." Donnelly revealed.
Former health minister and Social Democratic lawmaker Rosin Shortall first raised the issue of a blanket ban. “Now is the right time to ban disposable e-cigarettes,” she said. Ms. Shortall added that she believed e-cigarette companies, and often tobacco companies, were using brightly colored, sweetened e-cigarettes “designed to attract young people".
But Donnelly stressed that including a provision in this particular legislation would actually slow down progress due to EU market rules, so he wanted parallel legislation instead. If Donnelly delivers on his promise, Ireland will become one of the first countries in the world to completely ban disposable e-cigarettes.
