The 2020 Minnesota Youth Tobacco Survey also shows that 70% of high school and junior high school e-cigarette users show signs of nicotine dependence. The survey, conducted by the Minnesota Department of Health, aims to provide information about young people’s commercial tobacco use and the design and evaluation of prevention efforts.

According to new data, 19% of high school students and 3% of middle school students are currently e-cigarette users, and 34% of high school students and 8% of middle school students said they have used e-cigarettes. Compared with 2017, there is no statistically significant increase.

The data shows that four-fifths of Minnesota students reported that the first tobacco product they tried was flavored. The overall tobacco use rates of high school and middle school students who used tobacco products in the past 30 days fell to 20.5% and 4.1%, compared to 26.4% and 5.2% in 2017.

At the same time, in December last year, the federal government raised the age limit for tobacco from 18 to 21. To this end, Minnesota lawmakers hope that implementing the same law across the state should eliminate confusion among retailers, said ClearWay Minnesota’s senior public affairs manager Laura Smith, a non-profit organization dedicated to reducing tobacco use. The Tobacco 21 law was passed by the legislature and signed by Governor Tim Waltz in May last year, bringing the state of Minnesota into line with federal and local tobacco laws.

Senator Carla Nelson of R-Rochester, who has long advocated raising the age limit, said that the main goal of the new legislation is to prevent young people from smoking e-cigarettes and subsequent nicotine addiction. In fact, research shows that young brains are more addictive.
