Utah intends to reduce the nicotine content of closed e-cigarettes from 5% to 3%

On July 17, according to foreign news reports, the Utah Department of Health announced earlier this week that it intends to limit the nicotine content in closed-system e-cigarettes from 5% to 3%. The only reason the debate is in full swing again is that the Ministry of Health is focused on responding to the 2020 COVID-19 pandemic.


Two years ago, the Ministry of Health compromised with private companies to limit the upper limit to 5%. However, the latest initiative aims to protect minors from addiction and the use of nicotine at a young age. Walter Plumb, a lawyer and chairman of the tobacco control organization Drug Safe Utah, said he supports the Ministry of Health's proposal to reduce nicotine levels to protect minors.


Plumb said, I care more about our 650,000 children, and teenage addiction in Utah is really popular.

Despite his and his organization’s intentions, Plumb failed to understand the role of nicotine levels in helping smokers quit. Some activists and experts who reduce the harm of tobacco have different opinions from those of tobacco control lobbying groups.

"The proposed regulations will lower the nicotine cap to 3%," Steven Greenhut, a resident senior researcher at the R Street Institute, said in a blog post. "Currently, more than 80% of the closed system market in Utah involves products with more nicotine content than that amount. The new lower limit goes too far. Such strict regulation may encourage e-cigarette users to compensate for nicotine by participating in higher-risk behaviors. Decrease in level."


It is also illegal to sell e-cigarette cartridges to minors in Utah and across the country. Utah actually charges individuals who violate the law with misdemeanors and other civil and minor criminal penalties.


However, Plumb still insists that young people are exposed to e-cigarettes at a popular rate. However, he did not cite further evidence and seemed to ignore the fact that due to effective educational activities and the impact of the new crown pandemic, millions of young people no longer use e-cigarettes.
