Flavoring electronic cigarette products will be banned in Los Angeles from January 1, 2023, but may be implemented before December 2022.
The Los Angeles City Council voted 12 to 0 in favor of the ban, which prohibits the sale of all flavored tobacco products except flavored hookah. The exemption is specific to smoking cessation and will allow flavored hookah to be sold in hookah lounges with their own ventilation system.
There is no exemption for any kind of flavored cigar. Charlie Minato of halfwheel said that although the law prohibits the sale of flavored tobacco products, it does not prohibit consumers from owning these products.

The Los Angeles ban will take effect on January 1, unless there is any legal setback, but the state law may be changed as early as December 8.
In 2020, a bill was signed into law to ban flavored tobacco products throughout California, although due to California's unique direct government procedures, the law must be passed in a referendum in November this year. If the majority of voters support the flavored e-cigarette / tobacco ban - technically, a referendum will ask them if they want to repeal the law - then the sale of flavored tobacco may be banned as early as December 8, 2022.
California law includes exemptions for hookah tobacco and TAVIS cigars. However, in order to obtain the exemption, the wholesale price of cigars needs to be at least $12, which means that their retail price is about $37 in view of California's high tax rate on cigars.
The Los Angeles County Board of supervisors, an independent government that can manage the non licensed areas of Los Angeles County, passed a ban on flavored tobacco products in 2019. The law is subject to legal challenges, some of which rely on the results of state laws.
In April, the U.S. Food and Drug Administration announced that it was promoting plans to ban flavored cigars across the United States.
