The Vaping Products Association of South Africa (VPASA) has warned that South Africa's new tobacco bill will destroy the vaping industry if it becomes law.
Among other provisions, the Tobacco Products and Electronic Delivery Systems Control Act opened the way for the government to ban the sale of flavored e-liquids, which tobacco harm advocates insist are key to attracting smokers away from cigarettes.
According to the industry group, VPASA believes the government has neglected to consult the industry on its proposed legislation that would wrongly conflate vaping with smoking.
"While the Cabinet statement announcing the passage of the bill noted that the Ministry of Health had conducted extensive consultations, it conveniently did not state that no other stakeholders other than anti-tobacco activists had seen the amendments to the bill before it was gazetted. VPASA also believes that the recommendations on the table are not based on scientific or empirical evidence, treating e-cigarettes and smoking as the same thing.
"E-cigarettes require a separate set of guidelines, recognizing that it is not the same as smoking and therefore cannot be regulated in the same way," Gcoyi said.
